Services to strengthen the inclusion and participation of migrants, women, LGBTIQ+ people, people with disabilities and other vulnerable groups in host communities in Colombia, with a focus on Cali and actions in Bogota. Scope and work packages: (1) Employment and income: articulation with public/private sector and civil society; technical training; promotion of entrepreneurship and start-ups; access to financial services; job matching; formal job creation; public-private partnerships; systematization of lessons learned. (2) Sexual and reproductive health: training of personnel; psychosocial counseling; adaptation of standards/protocols (incl. LGBTIQ+ and trans). (3) Prevention of gender-based violence: training of state/non-state providers; adaptation and implementation of protocols and minimum standards; strengthening of safe spaces/protection centers; development of prevention programs; support to the Mayor's Office of Bogota to scale up learning (Bogota 2.0 Initiative). Minimum requirements: registration as a company in Colombia (legal status), documents as required in the tender documens (among others, DIAN and RUT in force (?90 days), Chamber of Commerce, identity card of the legal representative, bank certification). Management: the contractor selects and manages experts; provides equipment and materials; manages expenses and reports in Spanish and German (initial at 6 months; intermediate at 12 and 18; final before closing), with follow-up on objectives/indicators/milestones, risks and KOMPASS. Safeguards: gender equality, human rights and intersectional approach; conflict sensitivity and security (UNDSS); environmental and climate considerations; digital inclusion. Data protection: GCC GIZ compliance; anonymized and aggregated processing of sensitive data; contractor acts as an independent data controller where applicable.
