Provision of specialized expertise to digitalize the system of public investment management and train the users in order to enhance the effectiveness of the public administration to plan and allocate public investment projects. Funded by the German Federal Ministry for Economic Development and Cooperation (BMZ) and the European Union, the project "Support to the reform of public finances to achieve the SDGs and mobilize public revenues (ReFORME)" aims to implement budget cycles at national and communal levels in line with the principles of good financial governance. The Technical Cooperation project pursues a multi-level approach. Ministries will be strengthened in macroeconomic and budget planning, and in domestic revenue mobilization, to execute their budgets transparently and plan their public investment projects in line with the rules of the West African Economic and Monetary Union and the Agenda 2030. Up to 12 municipalities receive advice on how to plan and execute their budgets transparently, increase their revenues and use them to meet the needs of the population and the private sector. This contract relates to one of several Action Areas of the ReFORME project: Action Area 4 "Public Investment". The objective of the project in this Action Area is to improve the quality of public investment on national and local level regarding the SDG. The remaining Action Areas of the project focus on budget management, revenue mobilization and transparency and accountability. The contractor will support the Directorate General of Budget (Direction Générale du Budget) of the Ministry of the Economy and of Finance as well as the Directorate General of Development Policies (Direction Générale des Politiques de Développement) of the Ministry of Development and the Coordination of Government Action in enhancing the digital transformation of the public investment management system and building the capacity of the users in areas related to public investment, such as effective and standardized planification of investment projects, publication of evaluation reports and allocation of projects with a climate change-sensitive perspective, basing the digital transformation of existing systems, ensuring interoperability along the public investment project maturation chain, implement, test and improve the digital solution, train the executives and measure how the digital solution implemented impacts effectively the public investment management according to international assessment method (PIMA). The contractor is responsible for carrying out the following service packages and milestones: Service package: Implementation concept. After studying and analyzing the technical diagnostic of the existing IT system, the requirements expected and the PIMA evaluation, the contractor will propose an extensive implementation concept which precise every step of the mission and precise every milestone, key actors and a strict timeline Key milestones of the service package - Organize a workshop in order to review, actualize and prioritize requirements list. - Propose an architecture for the IT solution. - Define and illustrate users" schemes, users diagrams, etc. - Propose and get the validation through a workshop of an implementation concept with its methodology, mapping of actors with roles and responsibilities, timeline and diffusion plan. Service package: Technical implementation and development of the IT solution. Supported by its national developpers team, the contractor will develop the IT solution according to the concept proposed. International experts will work on the strategy while the national developer"s team will execute the development under the supervision of the lead developer and the international experts. The informaticians of the partners must be closely included in the development. Key milestones of the service package - Launch the development with a user-centred and collaborative approach with a workshop. - Prepare the sprint planning/backlog. - Develop the object code and get the IT solution working on test mode. - Document the development process for the partners. - Deliver the modified source code to the partners. Service package: Test, quality insurance and documentation The contractor will set up a testing environment with the support from its national developer"s team, the partners and the ReFORME project and will test the IT solution with the admins and the users in order to take all measures to correct, improve and stabilize the IT solution. If necessary, additional server capacities will be installed. Extensive documentation about this phase will be produced in order to facilitate the handover of the IT solution to the partners. Key milestones of the service package - Documentation of the test phase (ex: arc42) - Bug and error reports with the solution founded - User"s feedback on UX, improvements and recommendations - If applicable: exhaustive report on the servers overcapacity and proofs of failure. Service package: Capacity building Critical to the success of the mission, the users and admins of the IT system must be extensively trained to be able to properly use, maintain and further develop the IT solution in order to reach the indicator. Training contents will be developed for both in-person and online training sessions for 50 admins and 200 users. Stronger groups will be train to train and most of the training content will be developed for an online learning platform (ex: Atingi). Key milestones of the service package - Development of the training content - Development of User manual and Admin manual - Organization of training workshops Service packages: Support and Project management Support will be insured by the contractor until the end of ReFORME project (12/2026) after the handover of the IT solution.
